Job-Specific Essential Duties and Responsibilities:
Portfolio Growth
- Work as part of an integrated team with sales, operations, and solution teams to drive the development of detailed and updated capture strategies for each opportunity to ensure Maximus’ solution is differentiated and competitive.
- Design and drive customer call plans that engage clients across an opportunity’s sphere of influence to ensure a full, well-rounded understanding of the Agency’ objectives are being met with Maximus’ proposed solution.
- Develop and contribute to Maximus Account Plans for targeted Agencies that demonstrate a roadmap to winning new business and an understanding of both the client and industry ecosystems.
- Contribute to the development of proposals, oral presentations, demonstrations, or other key selling tools.
- Demonstrate corporate understanding of what is needed to win, what resources must be allocated and what technical or other gaps must be closed to ensure a win/award to Maximus.
- Actively participate in industry organizations where targeted agencies participate. Represent Maximus’ capabilities to government clients.
- Establish and maintain long-term relationships with customers in the targeted Agencies at the working level and up to "C" level government executives.
Program Delivery
- Provide executive oversight of all delivery operations within a federal account, ensuring full compliance with contract requirements, SLAs, and performance standards.
- Serve as the primary senior relationship owner for federal agency leadership, fostering strong, trusted partnerships.
- Lead multi-project/program delivery across FFP, T&M, and CPFF environments while managing staffing models, schedules, and performance metrics.
- Oversee financial management of the account, including budgeting, forecasting, margin improvement, and cost control strategies.
- Drive audit readiness and compliance with federal regulations, including security requirements, reporting obligations, and quality assurance standards.
- Lead governance, QBRs, and executive-level performance reviews with both internal stakeholders and federal clients.
- Build and lead high-performing operational teams; mentor senior PMs and delivery leaders across programs.
- Champion continuous improvement through process optimization, technology enablement, and industry best practices.
- Identify opportunities for account expansion, partnering with BD/Proposal teams on recompetes, modifications, and strategic growth initiatives.
Job-Specific Minimum Requirements:
- Bachelor’s degree required; Master’s degree preferred.
- 15+ years of progressive experience in federal program management, contract delivery, or large-scale government operations.
- PMP Certified.
- Demonstrated success managing multiple large-scale programs/projects simultaneously in a federal contracting environment.
- Proven track record in building and maintaining executive-level relationships with federal agencies of similar size, scale and mission as agencies such as EPA, Transportation, Interior, USDA, HUD, OPM, Energy, NNSA and NRC.
- In-depth knowledge of and experience with federal acquisition, contract vehicles, performance management, and compliance.
- P&L ownership experience with the ability to drive financial and operational results.
- Excellent leadership, communication, and stakeholder management skills.
- Ability to thrive in a dynamic, regulated, and deadline-driven environment.
- Experience managing large delivery teams supporting federal IT, operations, contact centers, or mission-critical programs (preferred).
