Program/Data Analyst - Supervisor
GDIT is hiring a Program/Data Analyst - Supervisor to support the data collection and analysis efforts involved with overseeing the implementation of a government program with respect to the care and placement of participants in a network of care providers. The Data Analyst will enhance and develop reporting and analytics capabilities, support forecast modeling, develop automated reporting solutions and dashboards, build briefing products, conduct and deliver analyses, and coordinate/implement data collection efforts. Position Duties:

Supervisory tasks include:
  • Performance Management and onboarding:
    • Monitorand supportthe progress ofindividual team members on an ongoingbasis to ensure that the team issupported andmeeting the customers delivery requirements.
    • Provide updates and new guidance to the team asneeded per DAIM requirements
    • Provide technicalassistanceto team members as needed.
    • Provides training fornew staffon all elements ofDAIM and GDIT processes.
    • Monitor program areas being supported by GDIT staff and provide suggestions on process improvement when applicable.
    • Provides oversightof the quality of work and deliverables.
    • Monitor staff performance, providingadditionaltraining and feedback as needed.
    • Complete Performance Improvement Plans (PIPs) as necessary.
    • Complete annual performance evaluations and monitor staffs progress towards annual goals.
    • Review monthly reports; Approve andsubmitconsolidatedreports as needed.
    • Review and approve timecards, schedules and flex time requests, leave requests, and expense reports as applicable.
  • Serves as primary point of contact for stakeholder questions, requests, or concerns as it relates to theDAIM team contractor staff or overall output.
  • Acts as mentor and provides training and technicalassistanceto GDIT contract staff members that support DAIM while also maintaining team specific training materials.
Other duties include:
  • Work within federal staff led functional lanes to enhance the collection and analysis of program data.
  • Update and develop on-site data collection tools and processes to yield statistically reliable and informative data and support field program assessments.
  • Assist in identifying performance outcomes and indicators.
  • Identify uniform data points and conduct high-level data interpretation/analysis using a data analytics platform.
  • Prepare written summaries and presentations that reflect the results of the data analysis and present findings to agency leadership.
  • Oversee the quality and the production of both routine and ad hoc analytical reports.
  • Assist in the training of contractor and field staff on the use of data collection and analysis tools.
  • Support with projects that promote the continual improvement of data analysis.
  • Compile, analyze, and visualize data using a data visualization platform such as Power BI or Tableau.
  • Build data repositories/databases and provide ad-hoc data reporting as needed.
Qualifications:

  • Bachelors degree in data science, data analytics, or similar degree with at least 8 years of experience conducting quantitative and qualitative data interpretation and analysis. Masters degree preferred.
  • Prior experience leading data projects and initiatives or data centric teams.
  • High degree of familiarity working with sensitive-PII and integrity in protecting customer data.
  • Working knowledge of data visualization platforms (Tableau or Power BI) and scripting languages (R, Python).
  • Working knowledge of SQL and familiarity with relational databases.
  • Advanced skills in Excel and VBA.
  • Exceptional analytical skills.
  • Strong written and verbal communication skills as well as strong attention to detail.
  • Experience working with immigrants, refugees, and underserved populations is preferred.
Top candidates will have specialties in one or more of the following areas:
  • Statistical analysis and modeling.
  • Natural language processing.
  • Experience with quantitative and qualitative data analysis.
  • Data engineering and experience working with large datasets, performing tasks such as data cleaning and processing (ETL).
  • Solid knowledge of SQL including CTEs.
  • Python and/or R.
  • Tableau.
  • Palantir.
  • Linux and ability to maintain a Linux server.
